Timothy L. Hancock
Mayor, City of Killeen
Timothy L. Hancock is serving his second term as Mayor of the City of Killeen. He was elected in May 2006 and re-elected in May 2008 following three consecutive terms as an at-large city councilman. He served as Mayor Pro Tem from 2004 to 2006.
Born in Tyler, Texas to the late Chester and Adie Hancock, he attended public school, graduating McFarland High School in Mineola. He continued his education at Prairie View A&M University before joining the United States Army.
While in the Army, Mr. Hancock served with the Infantry, Artillery, and the Ordinance and Transportation Corps, where he specialized in transportation management. He is a certified transportation industry specialist. Beyond the extensive professional military training he received while in the Army, he studied at Joliet Junior College, El Paso Community College, Indiana University, and Purdue University. Mr. Hancock retired from the Army in 1983 as a Command Sergeant Major.
Following his retirement, he focused his energy on the transportation industry. He acquired Arrow Trailways of Texas Bus Company in 1992, which he still owns and operates.
In addition to his mayoral duties, Mr. Hancock serves on the Greater Killeen Chamber of Commerce Board of Directors, the Central Texas Chapter AUSA Board of Governors, Trailways Transportation System Board of Directors, Washington, DC, and as a founding board member of the Addie E. McFarland Foundation of Mineola, TX.
Mr. Hancock is married to the former Maxine McDowell, his wife of 51 years. They are the proud parents of three sons, Michael, Craig, and Ronald and five grandchildren.

The City of Killeen practices a Council-Manager form of government. The Mayor and Council appoint the City Manager, who serves as the Chief Administrator of the City organization.
There are eight members on the Killeen City Council: one mayor and seven councilmembers. The Council is the governing body of the City of Killeen, Texas, consisting of three at-large and four district councilmembers, as set forth in the City Charter, and the Mayor is the presiding officer at City Council meetings and the recognized head of the City government for all ceremonial purposes. Each member serves a staggered two-year term. Thus, four of the members (district Councilmembers) are elected in odd-numbered years by voters living in the district they represent. The remaining four members (Mayor and the three at-large) are elected in even-numbered years by all voters in the city.
By Charter, term limits are in place, meaning the Mayor and Councilmembers may serve in their respective seats for a maximum of six years or three consecutive terms.
